I'm not sure, but I think this might mean something like "too good to be true." Perhaps the plan sounds wonderful, but has problems and drawbacks which are not addressed. Yes, I think you are right, because the author then said "in spite of this I shall attempt to summarise a skeletal agenda of priorities that may apply to almost anyone" after the sentence above.

"as intellectually dishonest": this is a negative remark, means dubious from an intellectual point of view

but at the same time

"compellingly acceptable": this is a positive remark; we're not sure why it should be acceptable (perhaps for financial reasons?)
