" I strongly recommend you, as an experienced importer, to take care of..... "would there be any chance that "experienced importer" could be referred to " I " instead of "you" ?

If you mean that, change the position.
ie "As an experienced importer, I strongly recommend you to take care of..... "

It's not correct to recommend someone to do something.
Say eg " I strongly recommend that you take care of..... "
