As if () to say~

He waved at me as if to say, "Thank you!"

I'd like to know "he was" implied before "to say."
Thank you in advance for your help.

Thank you, fivejedjon, for your kind answer.
I think "as if" is a conjunction.
Then I was wondering how "as if" can take "to say."

~ He waved at me as if he intended to say, "Thank you!"

That's the closest paraphrase I could come up with.
