As if + subjunctive?

Hello Helpers,

Is the phrase "as if" always followed by a subjunctive?

e.g.

"The study is conducted as if there was/were such a thing as national feeling."

and

"Russia does not have to be studied as if it was/were sui generis."

Looking forward to your advice!
