As if in both past and present

Namaste,

In past: he looked at her as if lust had arisen in his heart.
In present: he looks at her as if lust has (or is it had here also?) arisen in his heart.

In past tense, it is clear. But in present, do we use has or had?

Kind regards,

Thanks, but must it be capitalized even after colon?
