As if I had never / as if i have never

I found this sentence in an exercise book:

The dog is looking at the bone as if it had never seen one before.


Why is it past perfect in the second part? I mean in constructions with I have never / I had never..
we use present perfect when its UNTIL NOW...and past perfect UNTIL THEN (a moment in the past.
In the sentence above it seems as if we are talking until now....Please try to explain meaning of diffrient variations of this sentence (if there are any)
