Shall I use "to look" or "looking"?

The dying man was moving his eyes slowly as if ____for his relatives.

I would reword thus:

The dying man *rolled his eyes slowly as if he was looking for his relatives.

If you are not permitted to reword, and "to look" and "looking" are your only alternatives, then the answer is "looking."

Otherwise, I agree with Regards that you should reword the sentence as: "The dying man rolled his eyes slowly as if he were looking for his relatives."
