But Rick's parents were not willing to give up. They decided to raise him as though he were a normal child.

Q) Regarding the tense with a "as though" phrase, do you also say "They decided ... as though he had been a normal child?"

as though and as if are often followed by the subjunctive mood (not a tense), as in this case. I think that "had been" is not good here.
