Is this correct to say 'it is as if'?
He spent 100K when he only has 4 million in his account, It's as if you had spent 10 cents when you only have $4.

Yes. I happen to use "it's as though" but they mean much the same.

The 'only' would be more natural before '100K'. The comma needs to be a full stop.
