AS IF

Quasars are so distant that their light has taken billions of years to reach the Earth; consequently, we see them as if during the formation of the universe.

Can we have reduced as if clause as in above sentence?

Assuming above sentence is correct... Can we have the elided verb in different Tense.. I mean "we see them is in present" but we need " we saw them during the formation of universe" to indicate past.. So is it correct to assume different tense of the elided verb?
