What is your reaction/feeling/advice on starting a sentence with "As I noted to you in our previous conversation...".

I'd say eg As I told you

It always depends on the full context, of course, but I'd start thus:

As I mentioned in our previous conversation, ...

Personally I do not see anything at all unusual or unnatural about "As I noted to you ...". Perhaps there are regional differences.
