is this OK?

1 When going to a realtor, he takes an agency fee to find you a house. As long as the agency fee isn't as high as the rent, I'm okay with it./as long as the fee isn't more than the rent....

The first phrase modifies he. 'When going to a realtor, the realtor takes.

In the second sentence, either one works.
