1-He went to work at nine as he says.
2-He went to work at nine, as he says.

3-He went to work at nine as he says he did.
4-He went to work at nine, as he says he did.

Do "1" and "3" mean:

a-He went to work at nine in the manner he says he did.

Do "2" and "4" mean:
b-He says that he went to work at nine and that is what he did.
