As good as any

"He is as good a shooter as any"
The "as good ....as any" expression is generally used to suggest that the subject is very good at something. But according to the literal meaning the subject is just on a par with others and not at all extraordinary.
From the example sentence given above, is he a very good shooter or just a normal shooter who shoots like the rest ?
