AS FOR OR AS TO

Hi,
Please tell me what is the difference? Which one is correct? Please correct any grammatical mistakes if you see one.

Fictitious scenario:

Hi, folks, we have one thousand dollars to give away for a philanthrophic purpose and claim our tax benefits at the year end. I have two people in mind, Joe and John.

As to (for?) Joe, I feel his circumstances deserve our serious consideration. As to (for?) John, I feel he needs a helping hand now eventhough he has a stable job since he is going through a tough time financially with his mother's illness, he deserves our consideration too. So, folks, what do you think.

I don't see any real difference. com says: as for or to , with respect to; in reference to: As for staying away, I wouldn't think of it.

I don't see any real difference. Dict.com says: as for or to, with respect to; in reference to: As for staying away, I wouldn't think of it.
