As easy to marry up as it is down

Now I am watching Law and Order to pick up some phrases. Here is the begining of season 1 episode 4:

Polices driving cars are on patrol and chatting, when they saw a woman , the conversation is as follows:

"Here's one I could settle with."

"Oh yeah.
Just as easy to marry up as it is down, huh?"

I have read the Chinese translation of this line which means "everyone want to find a good woman to marry". I just don't understand. Could someone help me here?

I understand it to suggest that (or question whether) it is as easy to marry a woman of higher status than oneself as it is to marry one of lower status.
