Can I say the building was built as early as during 1990s?

It is not grammatical without 'the' before '1990s', but even then it is awkward. You don't need 'during': T he building was built as early as the 1990s. )

It is not grammatical without 'the' before '1990s', but even then it is awkward. You don't need 'during':

The building was built as early as the 1990s.

(PS: The 1990s don't sound very 'early' to me—that's only 10-15 years ago!)
