`as do most other acts'?

A few minutes ago, I have read the sentence below. Does `as do most other acts' mean `as most other acts do'? Can anyone here ensure me?

"The introduction of the licensing system for the newspapers in the subcontinent dates back to British colonial rule as do most other acts dealing with various aspects of freedom and democracy or lack thereof."

In addition, does `do' here refer to `date back' (verb)?

*as do most other acts...' = as most other acts date back to???
