I would like to know the exact meaning of this expression here:
'He didn't like him, said he was AS DIRTY AS THEY COME...'

This idiom means here he was as dirty as any dirty person you will meet/encounter. You won't find a dirty person who is dirtier than him.

To add, "dirty" can have a couple meanings aside from the one about having dirt or stains on you.

One of them is to be corrupt - to take money or other favors in in your job so that you do things that benefit the person who gave it to you instead of doing your job as it ought to be done. My first reading of this is that this "corrupt" meaning may be the one intended.
