as cold as/so cold as

Could you tell me why 'as cold as' is right in the following stentence? I am really confused why they are different.

I hope that this winter won't be ___ last."

Can we use 'so cold as' in this sentence?

What's the difference between 'so cold as' and 'as cold as'?
