As close to ... as we will come

I don’t figure out what the following sentence means. (I know what “magic bullet” means.) Is “as close to ... as we will come” a kind of idiom? Could anyone explain?

Regular physical activity is probably as close to a magic bullet as we will come in modern medicine.

It means that regular physical activity is (probably) as good a "cure-all" as anything modern medicine can provide. “as close to ... " and "we will come".

“as close to ... as we will come” is not specifically an idiom in itself since any other grammatically analogous words that make sense can substitute for "close to ..." and "we will come". It is a particular example of the general "as ... as ..." pattern.
