as both the nails, claws, and hooves of mammals

This is a sentence in an exercise on "error correction" from a textbook.

Hair is made of the same basic material as both the nails, claws, and hooves of mammals are made of.

The answer here is "as both". However, I am not really sure about the correction. Could you explain why "both" doesn't work here?
Can I use "all" instead of "both" as a correction.
Thanks.
