As bad as things are ...

Hi

As bad as things are in this world, as much suffering and
violence as we experience, that’s how much better things
can be with a change.

This sentence is not quite clear to me. I understand that with a change we can make things better.
Or maybe it just says that doesn't matter how bad the situation is in the world, how much suffering and violence there is, we can change it!

As bad as, makes a comparison, so this sentence makes comparison.It doesn't say it is non-relevant how much bad the world is.
It says the degree to which the change will make the world better is the degree to which it is bad before the change.It is advertising for the change!

To me, It means that the extent to which things have gone bad is the extent to which a change can make them good.
