As as structure and present perfect tense

I have trouble understanding the meaning of the sentences below.


- He is as strong a man as I have ever seen.

- He is a man who is as strong as I have ever seen.


I know they have the same meaning but what is the meaning? Do they mean that "he is the most strong man I have ever seen" or "he is as strong as the strong men I have ever seen" or something else?
