as ....... as question

ok here is the question,

1. fertility rate of X is 7 births per women
2. fertility rate of Y is 14 births per women

I want to join these two sentenses using "as twice as" phrase .

like, fertility rate of X is twice (somthing) fertility rate of Y

Is it possible ? I am confused plz help

That's what I would have said, but http://en.wikipedia.org/wiki/Total_fertility_rateand COCA tell me that 'fertility rate' is quite common.
