as ... as ... + inserting a noun

There is the case of "as white as snow," "as big as a mountain," etc. These don't contain nouns. But is there a way to insert one? Is the following write? "It’s just as compulsory measure as the one determined by Mr. So-and-so." That is what I wanted to write. Well, I could write that "It's a measure, and it's just as compulsory as the one determined by Mr. So-and-so" but I would prefer the first version, I mean that can I make it correct with some little change, if needed?

"as compulsory measure as" is an incorrect pattern. You can say: "It’s just as compulsory a measure as the one..."

Similarly, "just as big a problem as...", "just as good an idea as...", and so forth.
