As ... as any (other)?

Hi, dear teachers.

1. The cigarette is as expensive as any (other).

2. The cigarette is as expensive as any (other) he can afford.

3. He is as good a student as any (other).

4. He is as good a student as any (other) in his class.

1 means the cigarette is among/one of the most expensive ones or the cigarette is the most expensive one.

2 means the cigarette is among/one of the most expensive ones he can afford or the cigarette is the most expensive one he can afford.

3 means he is among/one of the best students or he is the best student.

4 means he is among/one of the best students in his class or he is the best student in his class.

Is my understanding right?
