i would be grateful if someone can shed some light on the use of "as and when".

i have an example here: We will update the information as and when necessary.

it seems to me that "as and when" is similar to either "as" or "when". so why say both at the same time?

It can also imply that the speaker is not too happy about being asked for the information, possibly after having been asked unnecessarily several times. The speaker is also making it clear that he/she will decide when the information is provided not necessarily every time that the questioner wants a reply.

The meaning can vary slightly depending upon the tone of voice.

well in my opinion as an when means as soon as.
Let's have an example: I'll give my assignment to my teacher as an when I finish it.
As an when I finish my study, I'll apply for job.

Oh I hate this expression. It's meaningless.

Substituting either word, i.e. 'as' or 'when', for 'as and when', means exactly the same thing.

I don't agree that this phrase is identical to either 'as' or 'when' - I think the implied meaning is that the speaker isn't sure exactly when something will happen, but as soon as it does, then (...).

I believe, 'as and when' is not similar to simply 'as' or 'when'.
It is used in context to a continuity. Its signifies the dependence of an activity on multiple events instead of a single event.

Eg. We will be updating the site as and when we receive the data.

Here the implication is on completion of a task as a result of multiple inputs.

This is how idioms take birth in every language, I would like to say that, when we talk about a future event which is uncertain in terms of process we use as, and uncertain in terms of time we use when.

using as tells the story how it happened and using when tell the time of the something that happened. this is my opinion. One more thing I would like to say that
