As all children are

1 He was curious, as all children are.
2 He was curious as all children are.

Does the comma make any difference here?

One could argue that (2) means he was as curious as all children are, but I don't think that works here.
Although it does in:
He was strong as an ox.
Gratefully,
Navi.

No, it doesn't work.
navitasanHe was strong as an ox.
The analog here is

He was curious as a child.

It's specifically the use of "all children" that messes things up and makes that argument fail

It does. It represent, in a written form, a little vocal pause made when the sentence is spoken.

If you want a sentence where a comma makes a difference, here's a good candidate.
