As a whole

Hi~ Does this phrase underlined modify the whole sentence OR just the word “society”? What do you think?

And how can we figure out it? Thanks~

-----------

This is where the issue of equity in education meets the problem of equity in society as a whole.

Just the word 'society'. 'Society as a whole' is an easy phrase to understand. If 'as a whole' modified the complete sentence, I don't understand what that would mean.
