As a makeshift/temperary raincoat

It's raining! I'll use this big plastic bag as a makeshift raincoat.

Is it ok to replace makeshift in the above with temperary without changing its meaning? Thanks.

Not completely. Makeshift has the implication of something creative, not designed for the purpose, but fabricated on the spur of the moment when the main implement is not available.
