Does "as" mean "because"?

There is something wrong there. I suspect that the rest of the second clause has been left off: "The Holocaust drenched the soil of Europe with Jewish blood, as the *****, often with the cooperation of the local population, put their "Final Solution" into effect." Or something along those lines. "As" would not mean "because" in that case—more like "when".
