Hello.

But, as is now becoming painfully apparent, is equal opportunity enough to assure justice?

1. Why there is no subject after "as" although there is a verb?

2. Could I say "But, as 'it' is now becoming painfully apparent, ..."

3. Is this "as" is a conjuction or something different?

But, as it is now becoming...... (the it is usually ommitted) Yes, as is a conjuction there. I would still expect a declarative sentece with "as is now", not a question (though I'm sure people might say that sometimes).
