What is the difference between 'This was quite as impressive.' and 'This was quite impressive.'

In the first sentence you are making a comparison--it was as impressive as something else. In the second sentence you are just making a statement about one thing.

I don’t find this very natural. I would only use quite as [adjective] in negative contexts:

This wasn’t quite as impressive.
I didn’t find it quite as impressive.
None of the others were quite as impressive.
