Hi,

As horrible as I think people are who do this,” he said, “do we really need another law to put more people in jail in the United States?”

Q1) Another way of saying the underlined part is "Though I think people who do this are horrible", correct?

Q2) I notice that the relative clause 'who do this' does not immediately follow the antecedent. Why is that so?

Would "As horrible as I think people who do this are" also work?

I'd appreciate your answer.
