As

Japan suffered similar declines, the researchers found, as visits to national parks there dropped by 18 percent between 1991 and 2005.

Can I replace as with while or because/since?

I don't see 'while' as being wrong. In fact, I'd actually prefer the sense of 'while' or maybe 'when'. The researchers apparently documented declines in something (presumably various types of outdoor activities) at the same time as or during the time that the number of visits to national parks dropped.
