Is it correct syntax above?

How about this one?

He was critical of these new, expensive job programs (and thought of them) as just a form of pork barrel.

Bottom line: I am not familiar with that usage of as which is demonstrated in the first sentence.

I need your comment on this one.

Think of it as "as being"

Usually we say "pork barrel politics" or simply "pork." I don't think I've ever seen it as "pork barrel."

Your rewrite is just fine too.
