Articulate

I hope this question will offend nobody.

I was watching cable news today. (About Floria gubernatorial election.) One political commentator said no African-American would like to be described as "articulate".

Why is that? What does the word mean? I have never used this word to describe anyone, but I always thought it was a positive word.

Is it always negative or just negative when used for an African person?
