article+verb

Hi everyone!
Please
In a sentence:
We need to create a universal separator for the synthesis and study of the properties of heavy isotopes

Do I need a definite article "the" prior to "properties" (even if heavy isotopes are not specified here)?
Can I use the verb "create" in similar contexts: to create a separator, to create a setup, etc.?

In the above context, is "create" better than "development", what's your opinion?

You cannot use "development." That word is a noun. Only a verb fits.
You can use the verb form "develop." That is a better choice in my opinion.
