Articles to be translated

Can one say
a. We have articles to be translated by experts.
b. We have articles to be translated by you.

?

They are supposed to mean:
We have articles that have to be translated by experts/you.

My feeling is that there is a sense of obligation in both sentences. The articles have to be translated by experts/you. It is not really a job offer. (b) is almost like an order.

Would you say that is correct?
