Hello,

I would like to ask about one sentence:

Prosecuting the criminals lies outside the domain of the police.

1) Can you think of an example when you would use the before criminals in such a sentence? Perhaps in the meaning this while pointing at some group of criminals?
2) Am I right that normally, as a general statement, one would say criminals with a zero article?

Yes, particular criminals. The word "domain" is a strange choice there. Role or responsibility would be more natural, logical choices.
