His hesitance probably springs from a fear of being marginalised and the need to keep his fragile non-Pashtun coalition together.
Would be correct to use either - the fear and the need or other option - a fear and a need in this sentence?
Why did the author use this combination?

You can use either article before both nouns. I can only imagine that the writer did that for variety.
