1)can i use punctuation in the title of the article?

1-- Punctuation is OK, but titles should generally be made short enough not to require any. 2-- I suppose you are talking about looking down on other people . I like A the best: Don't Look Down on People .

You can use anything you want to. B and D are poor style. In B, bad attitude is redundant; in D, these has no referrent.
