Article THE or not ?

Hi everyone, here is my question, about using the article "THE" or not :

If we have this list : France, Vietnam, China, Japan
A: All these countries are in Europe.

B: No, Vietnam and Japan are THE exceptions (1)
No, Vietnam and Japan are exceptions (2).
Which one is right ( 1 or 2)?

I prefer: No, Vietnam and Japan are THE exceptions. because it is a specific, limited list.

If you are talking about general exceptions (i.e. to a rule), then the definite article is not used.
