Article THE before a title

My brother is the Director of Transportation with the county.
She is the Principal of Lucid Elementry School.

Do you need THE there or is it optional?

I am getting three different opinions:

1. Need "the."
2. Don't need.
3. Optional.


There is another one that is confusing:

In an email, do I say:

1. Hi, BMO,
2. Hi BMO,

Writing in a novel: when she met him, she said: "Hi, BMO" or "Hi BMO?"

Another vote for optional, on all examples, BMO-- optional articles, optional commas.
