The following sentence is by a native English speaker. I feel that there should be an article before ‘stabilized occupancy’. I know that ‘occupancy’ is a non-countable noun, however it seems the author is trying to be specific with ‘stabilized’.
The community is expected to reach stabilized occupancy within 24 months of opening.
