Q. If we use that above sentence as the introductory sentence, do we need the article there?

Why is that?

I thought that we would need it since it's not just any public transportation but a specific one (since it's one in Tokyo).

transportation is abstract enough that it doesn't always require an article. The more abstract the meaning of a noun, the less it requires an article. Also, transportation is uncountable. This also increases the probability that you'll see it without an article.
