article or no article and why

Hi,
Please tell me if the article is needed. Please tell me the reason for your decision if possible. I think you can look this in two ways: one is, a quoted content, ie, one in quotation marks, sort of an countable noun and treat as such and the other is a word in quotes to denote an unusal use of the phrase "Big-button Phone." -- but then, capital letters seem to make it a proper noun.

Is looking this in two ways as shown above a wrong way to approach this? What went wrong if it is wrong? Confused.

Thank you. Would you raise your eybrow if I had written like this without the definite article, if I had wanted to make it a proper name? -- I hope I have written this question correctly.

I have one more question. Would you place any article here for the content in quotes?

'Cow Power Program' was started in Vermont.

As to the 'Big-button Phone', I think you can post-reference the version without the article like a product name. Right? like 'a 4Runner'? But I wouldn't use the version without the article if I was mentioning it for the first time

These are correct:

The 'Cow Power Program' was started in Vermont.

This used-car shop has a lot of 4Runners and he purchased a 4Runner there.
