Article for a noun + a little

< To me, that's a little weird structure.>

a little = positive ex) There is a little water in the cup.

little = negative ex) There is little water in the cup.

I wrote the sentence in<> to refer to a preceded sentence.

What I found is, the word structure needs an article. (ex. a strange grammar structure.)

I also found if an article a comes for structure, it clashes with a coming together with little.(ex. To me, that's a a little weird structure.)

How should I understand this?
