Article before "Guest-of-honour"

Dear teachers,

In the following sentence, shouldn't there be an article before the nouns, "Education Minister" and "Guest-of-honour"?

"Education Minister Heng Swee Keat, who was guest-of-honour, said...."

We do not put articles before people's names. If the name is put in apposition, then the definite article should be used.
